The crisis has highlighted the vulnerability of those outside conventional employment. A broader concept of ‘worker’ is needed to protect them equally.

Valerio De Stefano is the BOFZAP professor of labour law at KU Leuven. Keith Ewing is professor of public law at King’s College London. Mark Freedland is emeritus professor of employment law at the University of Oxford.
